South Carolina’s 2020 legislative session is here. Important debate and decisions on tax legislation will be underway at the State House. That means SCACPA’s “The View from the Dome” e-newsletter once again is here to keep members up-to-date on developments.

The second session of the 123rd General Assembly convened Tuesday, Jan. 14. As this is the second year of our two-year legislative session, all bills introduced and moving from last year retain their place on the calendar and in committee. Let “The View from the Dome” be your weekly guide.

We know many of you will have little time with Tax Season to find legislative news that will be important to you. But “The View from the Dome” is an important part of SCACPA Advocacy that’s there when you need it.

Legislation to conform South Carolina’s tax code to the federal IRS code will once again be required due to recent changes by Congress. Also on the tax front, legislation was filed in the House last year that would lower the state’s income tax in a phased-in approach. Another bill would eliminate most sales tax exemptions and reduce the state’s sales tax.

South Carolina’s growing economy will once again provide considerable additional General Fund revenue and a projected surplus of over $1 billion. The potential sale of state-owned utility Santee Cooper will again be front and center for debate. Lowering the state’s income tax, public school funding and reform, and expansion of full-day, 4-year-old kindergarten are also atop the agenda.
