The Municipal Association of South Carolina is seeking a well-qualified and results-oriented candidate to fill the position of Financial Manager. This position assists the Chief Financial Officer in managing fiscal operations of the Association, assists in the implementation of finance policies, procedures, and computer systems, and supervises the work of direct reports. Responsibilities:

  • Assists with the daily management of the Association’s Finance Department, ensuring effective and efficient department operations
  • Manages the annual audit process for the Association, Gervais Streets Associates, LLP, Municipal Insurance Services, LLC, Other Post Employment Benefits Trust and SC Association of Municipal Power Systems, including assisting auditors while on-site and preparing the audit statements, schedules, notes, management discussion and analysis
  • Prepares and/or manages the filing of tax returns for the Association, GSA and SCAMPS; keeps current on changes in tax law and tax forms for reporting by non-profit entities; files charitable registration for 501(c)(3) entity and business licenses as required
  • Prepares the annual budget for Gervais Street Associates in coordination with the property manager; monitors the financial condition and identifies needs for additional capital contributions to fund operating requirements; assists with financial analysis for leases, tenant upfits and other related inquiries; and meets with tenants to discuss annual cost of services calculation
  • Maintains records for investment activity including sales, purchases, premium amortization, discount accretion and realized gains and losses; works with long term investment portfolio managers to maximize investment earnings while maintaining the security of the portfolio
  • Supervises and maintains work papers that support financial statements for the Association, GSA, Municipal Insurance Services, OPEB trust and SCAMPS
  • Prepares the monthly financial statements for the Association and the OPEB trust; supervises the monthly financial statement preparation of GSA, MIS, and SCAMPS
  • Monitors daily cash balances; transfers funds between bank accounts; approves ACH transactions
  • Supervises accounts payable and accounts receivable positions; and acts as a backup when necessary

Qualifications:

  • Bachelor’s degree in accounting or a closely related field
  • Valid state driver’s license
  • CPA designation preferred
  • Eight years of experience in financial management, accounting and reporting; Master’s degree in a closely related field may be considered to meet a portion of the years of experience requirement
  • Governmental accounting and supervisory experience preferred
  • Strong analytical, verbal and written communication skills
  • Proven ability to develop timely and accurate solutions
