Governmental Accounting Manager (posted 10/24/2011) 

Provides accurate and timely financial reporting on the financial position and activity of the Authority.  Prepares monthly and annual financial reports, statements and notes to the financial statement. Prepares monthly internal budget reports, external financial reporting, and HUD (REAC) reports.  Reviews the final SCEIS general ledger closing each month and year end. Continues implementation and utilization of SCEIS to include reporting functions. Reviews and approves all General Operating Fund journal entries prepared by the governmental accounting staff.  Reviews and approves all reconciliations generated for the General Operating Fund.  Reviews and approves disbursement vouchers before they are submitted to the Comptroller General's Office. Responsible for all chart of accounts. Provides oversight for the development of accounting and reporting systems for programs operated through the SC Housing Corp to include the SC Housing Employment Lending Program. Ensures that information/reports as assigned are provided to the Authority's auditors (internal and external) on a timely basis.   Prepares basic financial statements and accumulates documentation necessary to support the annual financial statements.  This includes information provided to the auditors as well as notes to the financial statements.

Additional Requirements:
Agency Minimum Qualifications*:
A bachelor's degree in finance or accounting; 5 years of full time professional experience in accounting, auditing or finance; and 3 years of full time management experience. Knowledge of governmental accounting principles and practices, understanding of governmental financial statements, and the ability to analyze and interpret complex financial data and reports is essential. Considerable knowledge of State laws and regulations concerning disbursements, deposits, and transfers of funds.
*Candidates must specifically meet the Agency Minimum Requirements or an equivalent combination of education and experience to be considered for this position.
Must possess a valid SC driver's license and be able to operate motor vehicles. Experience in preparing financial statements, budgets, and performing account analysis. Must be able to safely lift and carry files, books and reports weighing up to 20 lbs. Must be able to sit, stand, and walk for intermittent periods of time. Must be able to reach, bend, and twist at the waist to perform filing, desk work and operate general office equipment.
Preferred Qualifications:
A Master's Degree, CPA or CGFO preferred. Knowledge of investment, bond and mortgage accounting principles and practices is preferred.
The following are preferred skills and abilities:
1. The ability to independently plan, organize, and execute tasks assigned.
2. The ability to exercise sound judgment.
3. The ability to prepare, analyze and interpret financial data and reports.

I am a CPA based in the Charleston suburb of Daniel Island nearing retirement . If you are a CPA looking to open your own office, or a small firm seeking a new office, we should talk.

I have been downsizing my practice for several years, however I still have many great clients who will need the services of a strong tax oriented CPA. Additionally, there is great potential for growing a tax practice here on Daniel Island.

My office is up and running, including everything you need – truly move-in condition. In addition to being fully furnished I have networked computers and printers, great software (Creative Solutions and Lacerte), copy machine, fax, etc., etc. The office is a 1,300 square foot storefront on the main ‘downtown’ street of beautiful Daniel Island, a growing upscale East Cooper bedroom community. As is, three or four people would have plenty of room; with minor changes that number could double. There’s ample free street parking for clients and more for staff in a lot behind the office. Overall Mission of the Financial Director: Ensures the financial stability of the companies; analyzes data and creates accurate budgets and cash flow projections; improves the efficiency of our financial systems; predicts problems and makes adjustments; pays bills and invoices customers on a timely basis; develops financial systems that can successfully withstand IRS and other audits; helps the companies maintain excellent credit ratings; ensures that we follow the law and ethical practices; streamlines financial systems; and keeps President and/or the Leadership Team advised on the financial status of the companies.
Supervisory Relationships: Reports directly to the President, while serving as a support to the Leadership Team.
Education: Requires a degree from a four-year accredited college or university in accounting, business, finance, or related degree. MBA, Master’s degree in accounting, CPA, or related degree is a plus, but not required.
Experience: Five or more years of accounting, finance, bookkeeping, budgeting, and/or cash flow analysis experience. Knowledge in EXCEL and QuickBooks or related accounting software programs is required.
Training: The current Chief Financial Officer, who has been with the companies for eight years, will be leaving to pursue a new opportunity. He will train the successful candidate for this position and then be available on a complimentary consulting basis until November 1, 2011 to ensure a smooth transition for the new Finance Director.

Responsibilities:
(1) General Bookkeeping and Banking Account Management: Maintains accurate information regarding the bank accounts of the small companies. Posts all debits and credits in QuickBooks and balances accounts monthly from bank statements and resolves any issues. Generates monthly Profit and Loss and Balance Sheet statements, and Cash Flow statements to share with Senior Management. Prepares specialty reports from QuickBooks as needed to assist Senior Management in the decision-making process. Oversees and assists the Columbia Conference Center bookkeeper in the same process as needed.
(2) Budgets and Cash Flow: Using trend analysis, input of marketing plans, company expansion information, and other data from Senior Management, prepares joint budgets for the companies. Compares actual expenditures and revenues to the budget projections monthly. Uses this information to complete monthly budget and cash flow reports to be reviewed by company President and shared with Senior Team Leaders to keep financial position of company current. Reports the actual versus budget numbers to management; utilizes this information to suggest ways to offset or correct any deficits; and facilitates recommendations for possible company expansion or downsizing.
(3) Accounts Payable: Receives and logs all invoices for the companies. Audits invoices for accuracy by communication with staff as to quantities received and agreed upon pricing. Monitors invoice due dates and ensures timely processing of payments to maintain the outstanding credit rating of the companies. Pays all monthly expenses to include items charged on company credit cards by the end of the month. Shares all expenses with senior management of the company to inform of spending trends. If unusual spending is detected, shares concerns with the proper individual or management person initially and then with Senior Management if warranted. Approximately 80% of the companies’ expenses are charged to our business credit cards.
(4) Customer Receivables: Generates billings for grant development, technical assistance, and evaluation fees based on contracts. Tracks receivables and communicates any concerns about delinquent accounts with Senior Management and customers; and works with customer to resolve any issues. Works with the teams to ensure correct billing amounts and deliverables. Updates the Billing Spreadsheet to reflect billing amounts and cycles based on information provided by Grants team.
(5) Monthly Payroll:  Using our co-employer Insperity’s website, enters payroll information two days prior to pay date twice a month. Works with Managers to ensure all changes to payroll are submitted timely to the CFO and Administaff. Reviews payroll reports for accuracy and maintains a file.
(6) Columbia Conference Center Bookkeeper: Offers advice and guidance to CCC bookkeeper in all areas of financial operations concerning CCC.
(7) Year End Process: Prepares all QuickBooks files to be delivered to company CPA by the end of January each year to ensure early processing of company tax returns. Works with CPA to answer any questions and provide additional financial information as needed. Aligns QuickBooks accounting software format with CPA.
(8) Fringe Benefits: Works with our co-employer, Insperity, to coordinate salaries and fringe benefits for employees and contracts for the company. Serves as a problem solver between Insperity and our companies.
(9) Other requirements: Provides support and assistance on special projects as defined by the President.
